Explain how being a gig worker (such as an Uber driver) requires entrepreneurial skills. Do you believe gig drivers will experience structural unemployment when/if automobiles become completely automated? What role should colleges and universities play in retraining workers who are displaced by advances in technology? As an alternate approach, should the government pass laws that ban automated cars?

Entrepreneurial skills like Willingness to Learn, Creativity, Assertiveness , Confidence, Courage and Risk Taking are important even for a gig worker. They require these basic skills add they have to deal with new customers of different kinds and one must have confidence in himself in order to gain it from strangers as well.

Yes, they will face structural unemployment if automobiles will go through such kind of technical change.

Colleges should provide them with basic skill training which will never fades and one can always succeed in them like cooking, handicrafts, work of an electrician,carpenter etc.

Government can not and should not do that as that would be a technological halt and would stop technological development they should rather find better alternatives for creating employment.
