Conflict can arise over anything, but regardless of the source, the heart of the matter needs to be deeply understood to bring about lasting resolution.

in this scenario most important thing is to know the root cause of the problem and in most of the cases information not understood roperly is the main reason.

option C is the best solution to this problem which will not only keep the things between different divisions clear but it will try to form a harmony and bind all of them towards organization's goals
