Ans (1) ex ante means based on forecast rather than actual.

We can take the example of any country regarding this. For any country the forecast of public spending on sports is always based on past facts and scenario. On the basis of which that countrys yearly sports budget including different heads such as sports scholarship, coaching, sports camp, spending on rehearsal etc are based.

Ans (2) ex post means based on actual facts than forecasting.
