First question is answered below

1.
No, the Federal government should not enforce its laws on states which have legalised using marijuana for medical or recreational purposes. This is because as per medical research, marijuana has been found to be effective in treating certain medical problems which have been found to be unbearable or un treatable.

Using marijuana should instead be legalized as long as it is used for medical purposes and is prescribed by doctors. This would help in keeping an eye on anyone who is misusing it or abusing its usage. The herb should only be supplied if it is supported by complete medical records and prescriptions and specified quantities along with follow ups.

Unnecessarily banning marijuana would create an uproar among the patients and families of terminally ill patients and would invite social wrath.
