The prisident Gorbachev's policy was to oversee the basic changes in the econmy of nation, in his speech he criticized the econmy system of Soviet Union. He ft neex for political and economic reform which he called glasnost. He was against the Soviet Unio's econmic policies. In 1988 he made a new policy for the creation of limited business with soviet union.  this policy rise of privately owned stores, factories, industries and restaurants. It was a good way to introduce private property. Then the term private property was frist time used there.. his main aim was to:
