Medicaid was started with an intention to cut down the cost of healthcare of the poor section of the society, making them well off and cover them under insurance.
However, despite being programmed for the poor, it covered the elderly and the disabled too. It was assumed that the elderly and the poor would be just a part of the population covered under this program, however with time it came into notice that more than 60% of the Medicaid spending went onto this section, keeping the poor aside.
The elderly took off the portion meant for the poor and the entire money diverted from poor to the rich and powerful elderly and the disabled.
This led to this program not being made entirely for poor but instead it got misused by the other sections.
