Some of the common observations one can make on federalism
are:
- The demarcation of power exercised by the state government and
the central government is articulate by virtue of a written
constitution.
- Decentralization of power between the state and centre.
- Bicameral legislature. This is nothing but the presence of 2
separate assemblies or houses for the legislators.
- Dual polity government. Of course this is the most salient
feature of a federalist country, and very much relates to the
decentralization of powers
Now let's see some of the policy changes suggested by the
parliament of Victoria.
- Provision for a competitive environment for decisions made on
public policy.
- Whenever needed, the centre and state must work in unity to the
best interests of the citizens.
- States shall be given autonomy over policy decisions unless
overridden by national imperatives.
- In situations where there is difference between the state
interest and the central interest, it is recommended that both the
sides choose to make a cooperative decision.
