See the following figures. There is a lapse in quality because are not achieving superior educational results as measured by the state of Texas (rated as the lowest “proficiency” standards in the country). It depends on philanthropic donations to compete with public school systems who replicate best practices and also positively respond to competitive pressures. No doubt, the districts across the state want funding to be front and center in the session, however the Texas Supreme Court didn't provide any favors by ruling that the school-finance system was constitutional
