Imagine you are a local government official in neighboring Cambodia and you have been asked to look at the golf course in Thailand to decide if a similar development should happen in your country. Using only a Utilitarian/Rule-Utilitarian framework explains your decision.

As a govt official I will not prefer the development. The reason is Cambodia is a poor country relative. The GDP of Thailand is 1.161 trillion dollars in 2016 and that of Cambodia is hardly 54 billion dollars. Thus as a proponent of utilitarian I will prefer other actions which brings more utility for same cost. The country can wait for golf course. In the meantime we have to focus on alternatives which are more useful
