The tradeoffs are between tax and growth, it faces also tradeoff between power delegated to beurucracy. If they provide for renewal oF policy then they have more control over implementation. But then they have to maintain support for policy overtime. The tradeoff between tax and growth is bad because it reduces choice. The Congress has to choose one. Either to increase tax and face less growth or decrease tax and increase growth at the cost of low revenue. Had there been no such tradeoff the Congress could have achieved higher growth with defecit
