Every group of peoplehave their own set of behaviours which they specify as ethical or unethical behaviour. Every country, every business organization, etc have their own set of ethical behaviours which it expect from its people. Thus there shoudn't be any doubt in saying that ethical behavior can refer to behavior that is generally accepted within a specific culture.
