4) Some of the crucial factors that might influence my suggestion as HR representative are

1. Lower cost living in the old town,

2. Median salary(as mentioned)

3. Family leave policy(as mentioned)

After consideration of mostly these 3 predominant factors, the wage cannot definitely be more than the median. Hence, the offer has to be either less than the current median salary with decent benefits, or equal to the median salary.
