In the context of globalization processes:
Local is what is produced in the country and popular. For example- MRF is tyres manufacturing company in India. it is considered local. There are many international brands of tyres in India.
Example-Michelin is considered to be global.
It is possible that a local brad becomes a global by differentiating products. In this case MRF has a global reach and is getting popular worldwide.
Local and Global processes can also be used in differentiating technology. Eg. Automation in car making. If a local company is still reliant on lower levels of technology then even if it has global outreach, it will be considered as local as its production processes are not advanced.
