The health policy refers to the efforts made by the government on the improvement of the health through both the medical treatment as well as the services. Therefore the health policy is developed on different levels and the policy actors consists different range of people such as professional bodies, civil servants, interest groups, media, expert advisory groups, and the user groups. The pluralist perspective asserts that power should be spread throughout society by formation of the interest groups of people with a common target on the health policy. The elitist perspective assets the health policy choices to be dominated by the upper social classes, and views that the most moneyed and largest interests should continue to hold more sway over policy
