It is the legislative branch of the Texas among its all the three branches, that is most powerful it can only be superseded by the Federal Laws and the constitution of the USA. The legislative branch facilitates the policy planning, internal police & security, public safety and health among the other major functions. It is the branch that can propose and pass the legislation in the state. So, it is the most powerful. Example can be taken from its authority to regulate the taxation at the state level, issuing public debt for the purpose of the government and making laws to govern the state.

But, it cannot be misused as it is counter balanced by the power held by the other two branches.
