Herbert Hoover was leading during the great depression. During that period, Free market system was prominent one in world. Government activities were limited and people and companies were encouraged to take up economic objectives. It was not that Hoover was totally against the government interference in economic activities.

He promoted government to make expenditure but he did not support idea of supporting individuals economically. He was in favor of motivating people to take up initiatives to restore equilibrium in economy.

Actually, Hoover did not want to change the state role fundamentally. Hence, it prolonged economic depression.
