True, because volunteering is much more than just being a paid worker. In volunteering, one should be motivated enough to work for the society and expect nothing in reward. Whereas, in a paid role, like in firms, workers are motivated by their monetary rewards and non-monetary rewards. While, this is not the case in volunteering. A volunteer works for an NGO which works for betterment of the society and needs highly qualified or candidates with required skill set, which can the work in most optimal ways (cost efficient as well as best in quality with available resources) because an NGO does not have enough resources unlike a firm.
