In the unemployment statistics from the Bureau of Labor Statistics BLS), the discouraged workers, and the underemployed are not included in the unemployment rate. Should they be? Define unemployment rate.
Unemployment rate is defined as the
ratio of unemployed persons to people in total labor force
= (Unemployed/Total labor force)*100
Total labor force = sum of Employed +Unemployed
A person becomes unemployed when the person is not able to find a job but would be looking or searching for job opportunities. Whereas a discouraged worker is a one who is unemployed and has given up looking for job as he would have lost hopes in finding job for a long time. As discouraged workers do not have interests to work, they are not included in labor force or in unemployed.
