It would seem that the majority of voters in Great Britain felt that the powers that be in Brussels (headquarters to the EU) were not doing a good job in enacting laws or regulations that served the best interests of all, or alternatively that such laws and regulations subordinated Great Britain's interests to the interests of the other members. That's why they voted in favor of Brexit.

What do you think the fallout from this will be? Will more countries exit? If they do, does that mean the EU is effectively powerless and the EU treaty has lost its meaning and enforceability?

If the powers in Great Britain will not do a good job in enacting laws or regulations that served the best interests of all, then other countries will also prefer voting themselves out of the European Union as their best interest will not be served and this might lead to fall in the GDP growth rate of these countries. So, they will consider moving out of the European Union rather than remaining in the Union for their best interest. Thus, if powers do not act in the best interests of all, then other countries will also exit from the Union.

Yes, the exit of other countries will make the European Union effectively powerless as no country will want to remain a part of the union. Thus, the EU treaty will lose its meaning and enforceability. Thus, to remain enforceable, the powers in the EU should act in the best interests of all member nations.
