Scarcity means something is not available for everyone. People pay to get this scarce resources. So whoever is willing to pay the most for something gets the item. We do not pay for air so normal air is not scarce. But clean air is scarce. as the government imposes a tax for keeping the air pollution free. we indirectly pay for getting clean air. Both air and water are natural resources. But air and water are polluted in most of the area. The Government takes soo many steps to keep water, air clean such as imposing pollution tax, quantitative restriction. Clean water is also scarce resources because it can not be achieved free of cost. Clean air and water give positive externality and we consider its scarce resources.
