This is because the violent members of the cartels would decide to leave the current cartels being operated in the illegitimate markets as they don't agree with their terms and conditions. This would make them form a union among themselves by leaving the current cartel and make another cartel for themselves in the legitimate market and compete with them.

Since an enemy's enemy is a friend, ousted violent cartel members of illegitimate markets would leave the cartel and enter the legitimate market and form a union or cartel among themselves.
