The Indian government constructs houses for the homeless, to move them out of the slums. Soon as these houses are constructed the homeless who were moved in, rent them out and move to another slum. Where could the policy have gone wrong?
Homeless people are also jobless and poor. Even when they are alloted new homes, there other requirements are not being taken care off. Perhaps they believe that renting will finance their basic expenditure which is not currently provided by the government schemes (though many schemes are aimed at alleviating poverty).
Poviding food, shelter, job and health security are four major issues of slumps and construction of homes is only one of them. If homeless people try to relocate themselves in new houses, they will still face the other three socio-economic problems. By renting their allotted house, some of their financial needs are met.
