Explain why good bills or legislative proposals often die?
For any bill or legislative proposal to become law it has to be approved by both houses of congress and then signed by the president into law. Given that there are two dominant parties either of which holds the majority the bill will very often be blocked at that stage by the party in the minority. The filibustering of the bill or the proposal will continue until the bill dies out. Unless the party in power has a majority or uses the nuclear option the bill will not go through. Thus it is the delaying tactics of the minority party that prevent bills and and proposals from passing through ane hence most of them die out.
