I would say the US has higher opporunity costs of producing in textile industry as compared to other industries resulting in comparative disadvantage in textile production. So restricting of the imports in textiles would mean US textile workers would continue to work in less advantaged textile industry resulting in lower wages. This would restrict US workers flows into other higher wage industries where the US has a comparative advantage.
