the main and the foremost power of being a consumer of public good is the right of non excludability.therefore the consumer can't be denied for the usage of such goods and we can understand these concept with the following examples-

• i can use the roads to walk and drive.
• i can use the parks for morning or evening walk as per my convenience without the prior permission of anyone.
• i can avail the benefit of transportation and education for my self.

the government and law are entitled to protect the interest of the consumer of the public good and to make my preference stronger i can use the reference of the law and provision provided by the law.
