Marijuana is a drug so it has a negative externality. People can suffer from health problem for taking marijuana. And also the production of marijuana is harmful to the environment. According to some environmentalists, one average kilogram of final product is associated with 4600 kg of carbon dioxide emissions. The social cost of production of marijuana is more than private cost. So the country will suffer from overproduction of it if there is no legal prohibition. So lifting the prohibition on marijuana be harmful to the country.
