Many developing countries focus on higher education when addressing human capital issues in their countries.These investments may not pay off as expected, however, when the investments in higher education are not met by increased demand for college educated people in the workforce. Without the demand for these skills , many college educated persons seek employment elsewhere,and thus contribute to brain drain in the country, overall reducing the benefit to society that would be recognized had they become employed in their home countries. The development of a solid elementary education system would greatly improve the effectiveness of a university system because it would provide a solid foundation of material to which the higher education system could build upon .The developing country would experience an increase in the value of population's human capital.
