The mentioned statement means that the developing communities have relatively higher birth rate, in comparison to others. It is done with a view that more members in the family, will have more earning hands and their family income will increase.  It makes the creation of more number of younger members in the population of developing communities. Though, the same trend is not observed in population of developed communities. As a result, the average age of the people or workforce in the developing communities, decreases. Hence, there is a demographic change in term of average age to come down and people becoming relatively younger in developing communities.
