The uninsured are principally so because they lack the necessary credit worthiness to be insured by the insurance companies. This is ideally something the market should take care of. The government should ideally avoid intervening in matters relating to insurance. There are however a section of society who do not have the necessary financial ability to obtain insurance, in which case the government can get involved to ensure that they are atleast able. The allocation of the the insured should be market driven so as to ensure that the most efficient outcome is attained.
