  1. When is EAR99 used vs NLR for an export license?

EAR stands for Export Administration Regulations and EAR99 is classification of particular items which are subjected to EAR but not listed with a specific ECCN [Export Control Classification Number]. These are usually low level technology, consumer goods and does not require license on most situations.

NLR stands for No License Required. NLR is basically a shipment designation.

EAR99 items are normally shipped under the designation NLR. However, if the exports is done to an embargoed country, end user of concern or in support of a prohibited end use, then exports license is required.

What does duel use mean?

Items which have both commercial applications and military or proliferation applications, then that is called as Duel use item.

What are the most restricted countries when it comes to exporting?

Most restricted countries are referred as Embargoed countries. These countries include Cuba, Iran, North Korea, Sudan and Syria.

If you are just sending something to a friend are you exempt from licensing rules?

The export licensing requirement is not changed whether you send it to your friend or you sell it to someone. You have to first determine whether export license is required or not

What are 3 ways to get an ECCN?

1. Usually the manufacturer knows the ECCN of the items they manufacture. So you can get it from manufacturer by contacting them

2. Review the Commerce Control List (CCL) by self classifying the item

3. Electronically submit the official commodity classification request to BIS using SNAP-R.
