EAR stands for Export Administration Regulations and EAR99 is classification of particular items which are subjected to EAR but not listed with a specific ECCN [Export Control Classification Number]. These are usually low level technology, consumer goods and does not require license on most situations.
NLR stands for No License Required. NLR is basically a shipment designation.
EAR99 items are normally shipped under the designation NLR. However, if the exports is done to an embargoed country, end user of concern or in support of a prohibited end use, then exports license is required.
