Yes, the Federal government suites sector more detailed route structure in order to distinguish someone as an independent contractor and employee and this is because of the fact that independent contractor would have less benefits when compared to that of the employees as an independent contractor depends on his profit where as an employee depends on US government for the welfare activity on the whole and his responsibilities actually limited. The responsibility of independent contractor can partly determined by himself and partly determined by the government for the job
