Hypothetical: Imagine you are a popular President of the USA. In 250 words, please share what you would define as discretionary spending and mandatory spending. Make small or dramatic changes in what is currently included in these two categories. Share your reasoning.

Discretionary spending would be described as non necessary and luxurious spending on goods which are under leisure activities while mandatory spending woukd be categorised as essential spending on goods and services without which living would become unviable and unsustainable.

Small changes like adding insurance policy and health policy into mandatory spending can make huge difference as this will enable higher health safety and well-being. Elimination of spending on tourism and leisure from discretionary spending and recategorising as semi essential spending can bring huge changes to creating job opportunities in these stagnant sectors.
