In order to increase the incentives for cleaning and renewing the brownfields so that they can be more competitive with the uncontaminated land, the collaboration with the state and Federal government must be continued. Parties who remediate sites under the NYC BCP will be advocated for the full liability release at the state level. EPA provides the Federal liability protection so we will work to make an agreement with the EPA for parties who remediate sites under NYC BCP. State governments have left an environmental lien due to their legal action. Environmental lien discourages the new development and cleans up and therefore we will do a program to get environmental lien forgiveness. To abandon the all environmental lien on which the developer agreed to renovate in the NYC BCP within the given period we will work to make the partnership with government and start a pilot program.
