As per Oakeshotts Conservative disposition theory he suggests that people generally prefer tried over untried, familiar over unknown, actuals over possible with respect to politics and choosing leaders. He states that when governments passes an order it is only successful if officials affer implementation test its effectiveness and deploy substantial efforts.
However John Mill defense theory focusses in liberty, equality and individualism and states that government are successful when there is liberalism and indivualism being appreciated. Government Actions should be judged by people if it is successful or not.
Both views are partially compatible but not in whole as there are tradeoffs between individualism and conservatism.
