1. Assumptions that terrorist attack is often followed by counter terrorist attack
2. Assumptions that terrorist groups dont collaborate with government
3. Assumptions that large terrorist groups pose high risk and small ones pose low risk.

One idea which needs an extension is that terrorist attack is often followed by counter terrorist attack is always not true as there can be diplomatic relationships which change the game theory results itself making both partues better off. Such situations need more research and development to gain conclusive evidence and needs extensive information and resources.
