being contracted out that do not involve crimes or emergencies.
Railroads have had private police forces operating for a long time.
Industries which are more concerned with property recovery than
with arrests-which tend to be the center of public attention
Private security firms are however limited by self-interest; business practices and civil litigation are open to those committing abuses. Actually, legislation and tradition effectively grant the public police immunity from prosecution for breach of citizens ' rights which private security personnel do not have
