Why can't the U.S. restrict the slaughter of dolphins in other countries?
The US cannot restrict or ban the slaughter of dolphins or other animals because the jurisdiction of US laws is limited to the territory of the US only. US laws have no power over the laws of other sovereign countries. The laws of any sovereign country are applicable to the territory of that country only. For example, the slaughter of dolphins is allowed in Japan and every year thousands of dolphins are killed in Japan. Since Japanese laws allow this and US laws have no jurisdiction over Japan, US cannot restrict slaughter of dolphins in Japan.
