The reform to the congressional limits would urge its members
to make the most of the present rather than dwelling on the future.
Hence the members will exercise their powers for the common good.
This will aslo reduce power advantages acquired by serving for
longer periods and hence committee selections will be based on
merit rather than seniority.
Regarding the current system the reform will reduce corruption
and favouritism. Groups attempting to influence legislator won't be
able to invest to seek favor over time. In addition to that being
in power for longer time tends to make politicians more powerful
and hence more corrupt, thus it will limit the power as well as
corruption.
