Congress 's approach to reconstruction included 2 acts. First one included putting applicable states under military power, enrolling voters that included black males but not former Confederates , barred office positions to ex-confederates and ratification of the fourteenth amendment. The plan did not include provisions for giving land to former slaves because "Americans had a strong belief in self-reliance"and that the government should not support any group.
