No, Congress should not adopt this plan.

It is against the basic ethos of free market economy and uncalled for and also it is unsustainable which means even if congress adopted this plan, the government won't be able to implement it successfully.

The economy of the country is running successfully since centuries only because the current form of economic structure of free market economy is sustainable. Businesses and individuals are paying taxes only because they are able to earn income, but if the government adopted above mentioned measures the businesses as well individuals will not be able to earn sufficient funds to pay taxes or even to keep their businesses running.

As far as climate change is concerned, there should be strong and collective actions such as implementation of Paris climate summit resolutions by our government and adoption of various other measures that can reduce the negative impact on the climate and environment.

But, freebies is not a solution to climate change.
