Because the recent graduate who is have the employability potential but looking for the job will be treated as the unemployed. Parent deciding to stay home taking care of children also unemployed as they are dependent on the children for their livelihood and their contribution to the GDP of the country is minimal. Teenager who gets discouraged looking for job and stps looking also be considered under the unemployment because the teenager who is capabale of engaging in employment not opting for that because of the discouragement.

Full time student cannot be considered unemployed as he is still undergoing the academic process and dependent on his/her parents. Person who is home painting also cannot be considered as he/she is engaged in doing painter's work in the mean time of searching for the full time employment as electrician.
