In 1933, the third international conference on Private Air Law met in Rome.

The convention in Rome was adopted for making policies relating to damage caused by foreign aircraft to third Parties on the Surface as well as for formation of policies relating to arrest of aircrafts as precautionary measure.

The policies adopted at the convention were aimed at ensuring adequate compensation for those who suffered damage on the surface by foreign aircraft at the same time also ensuring that the liabilities didn't prevent the development of the international aviation industry.
