MLB stands for major league baseball which is a professional baseball organization. The Marlins can do cut their payroll severely, it is because it not depends on the performance of the team, as of how poorly they perform on the field, they still remain in the MLB. As if the team does not perform well on the field then they would relegate to the minor league that's why the team in the premium league does not engage in such drastic payroll slash.
