A person is considered as structural unemployed when the skills the person have is outdated and no longer needed for the service. For example, all the typewriters were unemployed because of computers.

Here, Elena has a knowledge of Spanish but the nation has started using the new language called Rosetta Stone and Elena has no knowledge how to use it. It makes her skill outdated i.e. Elena is now Structural unemployed. To get the new job she has to upgrade her knowledge.
