This is because it has been long that women have been exploited and discrimiated against and not given their respective place in the workplace.
Despite several suggestions and advices, role of women in the management didnt see an improvement. This is why a severe step was important to shake the foundations of the male dominated management and make sure the women are given their due importance and roles, else punishment would follow.
