Some of the possible justification of government involvement in higher education are ennumerated as follows :

a) Higher education is a public good which generates positive externalities . So government involvement in higher education prevents privatization of education for profit generation .

b) Outputs are difficult to measure in case of education , hence a non-profit organization or governmental organizations work well .

c) Equal distribution of education and minimalization of cost of attaining education , education for all etc these are desired goals . Privatization of education does not let these occur .
