If these two responsibilities are separated, then the person responsible for decision managementwill be extra cautious while performing his responsibility as he will be cautious that someoneelse would be controlling the decisions taken by him and hence he should take decisions deligently.

These two functions should be separated so that there is not aconflict of interest between the two. For example, a manager who has decision authority over pricing might be tempted to benefit himself if he were to receive a bonus on number of units sold or the decision maker and ratifers can't be the same as it decrease effeciency of the decision.
