Controlling image governs the right of the people and help them build a reasonable standards of living. It build policies that would help people in achieving satisfaction. It maximises social welfare by creating policies for the whole society.

Controlling image of the welfare recipients in the US is that of a Mother. It helped African American women in the country and empowered them. It supported black society of the country and their welfare.
