Yes. Apple is responsible for the violating human rights action.

Because it is the Apple who is responsible for selecting the suppliers and providing them the regulations to be followed to carry out the task. So the responsibility lies with the Apple as the manufacturing good is an Apple product. My personal opinion is even if the model does not go well in the market, it should not layoff the employees. Not only the company itself but also the suppliers. Company is keen over the innovation but it should not exploit human work force in the way it wants. It should respect their thoughts. Company should reframe its policies to ensure such things wont happen in the future.
