5. Why are businesses unable to hire workers even though the PPP was designed for small businesses to employ workers?

Answer - The small business are not able to hire the workers even after the PPP has been passed because of the lack of flexibilty in the program. Also the program says to pay the employees even after the business is closed and not earning the revenues. The small business will not be able to follow this. As in the current situation of corona virus , all the business have been closed down. How will the small businesses pay to the employees when the revenues are not being earned by them. Hence the workers will not be employed.
